Rider Levett Bucknall (RLB) is proud to announce the promotion of three outstanding team members to senior associates at RLB in Queensland.

These appointments reflect our commitment to recognising excellence, technical strength and leadership across diverse project sectors.

Rowena has over a decade of experience in the construction and property industry, with a strong focus on commercial and retail developments. Her technical expertise spans cost planning, estimating, bills of quantities and post-contract services. Rowena has worked on major projects, including Queens Wharf, 360 Queen Street, Ipswich Central, Pacific Fair Shopping Centre Redevelopment and 300 George Street.

“Rowena brings a high level of professionalism and technical accuracy to every engagement. Her promotion reflects clients and colleagues’ confidence in her across some of our most complex commercial projects,” said Matt Long.

With more than 25 years of experience in civil infrastructure, Michael is a respected estimator and engineer known for his work on large-scale transport, defence, water and renewable energy projects. His major contributions include Cross River Rail, Snowy Hydro 2.0, Inland Rail and Gateway Bridge Duplication. Michael brings specialist expertise in risk analysis, contract administration and cost planning for civil works.

“Michael’s depth of knowledge and experience in infrastructure is exceptional. His strategic insight and rigour continue to add significant value to our clients,” said Raed Mitry.

Since joining RLB in 2020, Mark Spencer has become an integral part of the programming, scheduling and forensic delay analysis team. He has demonstrated exceptional skill in establishing processes and tools that enhance the team’s business decision-making capabilities, propelling the standard of service into the digital era.

Mark has continually expanded his expertise across various sectors, including commercial, residential, retail, healthcare, aviation, and sports. His notable projects include the Brisbane Airport Security Upgrade, the FIFA Women’s World Cup Integrated Delivery Programme, and the 2032 Olympic venues.

As a member of RLB’s Global Digital Advancement Committee, Mark is at the forefront of redefining how project planning supports delivery and outcomes, ensuring that RLB remains a leader in the industry.
