These promotions reflect our continued commitment to developing talent and strengthening regional project delivery capabilities.
Shane Kelly appointed Director
We are pleased to announce Shane Kelly’s promotion to director. Since joining RLB in 2012, Shane has brought over 15 years of local and international experience to many landmark projects, including the Geelong Arts Centre, Shrine of Remembrance, Melbourne Arts Centre and Melbourne Park Redevelopment.
Known for his expertise in both pre-and post-contract services, Shane’s meticulous and collaborative approach ensures quality outcomes for clients. His promotion is a testament to the leadership and technical excellence he brings to every project.
Senior Associate promotions
We congratulate the following team members on their promotion to Senior Associate:
- Spiro Blasis – With over eight years at RLB, Spiro has built a strong foundation in cost planning and post-contract management across residential developments, commercial office buildings, subdivisions and infrastructure.
- Jack Burns – Since joining in 2019, Jack has delivered expert cost consultancy on commercial, retail and government projects, with a strong focus on pre-construction services.
- Bianca Christensen – A key figure in RLB’s education sector work, Bianca has led over 60 school modernisation projects and is recognised for her innovation and stakeholder engagement.
- Daniel Sokolovich – Since 2014, Daniel has contributed to a wide range of retail, residential and commercial projects, with strengths in feasibility analysis and post-contract services.
- Matthew Thompson – With deep infrastructure experience, Matthew has worked on projects across road, rail, marine and renewable sectors, bringing clarity and precision to complex scopes.
Associate promotions
We are also proud to promote the following individuals to Associate:
- Snow Chi – Since joining RLB in 2023, Snow has enhanced our Advisory team with her expertise in tax depreciation and asset advisory, drawing on nine years of cross-sector experience.
- Matt Evans – A specialist in PPP and complex infrastructure projects, Matt’s work on the Frankston Hospital Redevelopment and other justice and health initiatives has had a significant impact.
- Jayne Scott – With international experience spanning Australia, Qatar and the UK, Jayne brings a broad and strategic perspective to civic projects and advisory services.
