    The project involved over 135,000 sq m of buildings including offices, restaurants, library, sports facilities, training rooms, auditoria and simultaneous Interpretation conferences rooms, support facilities and crèche together with landscaping and external works on a 98 acre site.

    Our innovative and pro-active service helped to achieve outstanding results:

    • Over £27 million was saved on capital costs without compromising on quality
    • Savings of over £2.2 million per annum were achieved on energy and running costs
    • The project was a resounding success and won the prestigious MIPIM ‘European Office of the Year Award’ the ‘Green Building of the Year Award’ and the ‘British Council for Offices - Best Out of Town Office Award’. It also achieved the highest BREEAM rating possible.

Through Rider Levett Bucknall’s proactive approach, works were procured on a fast track process using a Maximum Price Target Cost model through Lafarge Contracting who mobilised in August 2005 and started works in September.

    RLB were appointed to manage the delivery of a planned maintenance works programme for Anchor Trust over three years. Historically Anchor Trust carried out these services in-house, but are now using external consultants to provide additional resources in the delivery of improvements to their tenants. We worked very closely with the Anchor Trust delivery team, and took care to ensure that we were fully familiar with the Anchor Trust standards and methods of working.

    The works ranged from external paving repairs to the refurbishment of all the individual kitchens within a single care home. The value of the individual works range from about £1,000 to £250,000.

    Overview

    The Pavilion marks a collaboration between internationally renowned artist Victor Pasmore and town planners to develop the new town of Peterlee. The Pavilion, an iconic example of 1960’s art, is located in the Sunny Blunts Park and forms the centrepiece of the Sunny Blunts estate.

    Fallen into a state of disrepair, the Pavilion had subsequently lost a significant number of the original features. The restoration project aimed to restore the Pavilion to its original design replacing missing architectural features, reinstating the landscape setting in which the pavilion stands, and developing a community education programme.

    Commencing in 2009 and completing mid-2010, Rider Levett Bucknall was appointed to act as Lead Project Monitor and Mentors from commencement to practical completion of the approved work, advising on Programme Management, Procurement Management, Design Development, Cost Development, Cash Flow Management, Co-funding Approval, and Grant Drawdown.

    Since completion, the structure has won various awards, including the Royal Institute of British Architects (RIBA) for excellence in architecture, a Civic Trust Award, a commendation at the Building Excellence Awards North East, and two prizes at Durham Environmental Awards to name a few.

    Rider Levett Bucknall were engaged by British Nuclear Group to design, develop and implement a database to record and manage all of their built Assets.

    The British Nuclear Group site at Sellafied in Cumbria contains over 900 buildings plus associated plant and infrastructure. Historically, there had been no single source of data by which to monitor these assets. Some information existed, but was largely inaccessible and stored in disparate formats and locations.

    Rider Levett Bucknall were employed by the client to advise on a strategy that would identify the required asset information, capture it, record it and present it in a useful and usable format to support management decisions. Rider Levett Bucknall proposed a database solution and, in the absence of a fully defined brief, recommended that it should be designed and developed in a rapid prototyping environment. Working closely with the client this approach proved successful because it was possible to quickly accommodate any recommendations and ideas as they were suggested.

    At the Atomic Weapons Establishment (AWE) there are several projects which are required to maintain the Country’s Nuclear Deterrent. These projects are highly confidential but generally range from £500+m New Build Projects through to Refurbishment and Infrastructure projects to keep the large sites operational on a day to day basis.

    Our Role

    Rider Levett Bucknall was originally engaged to assist with the Project Controls of the newly formed Major Projects Directorate. Since 2006 we have lead the planning function across the various portfolios.

    Typically the process for taking a project from conception through to project delivery is through a gated process where scope, time and costs is absolute and identified and delivered to a review panel before authorisation to proceed is given.

    Rider Levett Bucknall provides a whole range of skills across project controls including estimating, cost management, risk evaluation and project management.

    Overview

    Rider Levett Bucknall was appointed to act as Lead Project Monitor from commencement to completion of the Park Restoration, advising on Programme Management, Procurement Management, Design Development, Cost Development, Cash Flow Management, Co-funding Approval, and Grant Drawdown. Barnes Parks extend over a 14.6 hectare site, the majority of which is a Grade II registered landscape and which contains three scheduled monument and eleven listed buildings within the Conservation area. The parkland is very popular and well used, serving its immediate communities as well as Central Sunderland. The park provides a wide range of facilities and a focus for the community’s events and activities.

    The project was designed to restore the Parks main features and re-connect local people and visiting public with the parks, providing new opportunities for learning within the park environment, as well as developing new skills with established and new users and volunteer groups.

    Commencing in January 2009, the project completed works on site in May 2011, with education and training programmes continuing into the future.

    Rider Levett Bucknall was appointed as Project Monitors for the delivery stage of the Art Gallery and Museum in Bedford.  The scheme comprises the refurbishment and redisplay of the existing objects, and delivery of an integrated Museum and Gallery, where previously they had been separate entities.

    The project has wider investment implications sitting adjacent the Heritage Lottery Funds’ Bedford Townscape Heritage Initiative area; the combination of a major capital investment into culture and historic renovation of the High Street adjacent will have a substantial impact on the cultural and economic outputs in Bedford.

    Overview

    This PFI project provides a unique court complex comprising Magistrates, Crown and County Courts together with the re-utilisation of existing Northern Ireland Court Service (NICtS) sites in Belfast which will become surplus upon the completion of the development.

    From financial close Rider Levett Bucknall was appointed to provide a Post Contract Monitoring services on the project as well as being appointed as PFI advisors on a new headquarters building for the NICtS and a property strategy review for the whole NICtS estate.

    The Rider Levett Bucknall team were lead advisors and provided Cost Management and Facilities Management advice.

    Rider Levett Bucknall has been appointed to Heritage Lottery Fund’s (HLF’s) Register of Professional Advisors Framework since 1998. 

    The Birkenhead restoration project encompassed the redevelopment of the only Grade 1 Listed Parkland in the United Kingdom; works included the restoration of the iconic Grand Entrance Lodge, Lakes, Cricket Pavilions, Landscape and Bridges.

    Birkenhead Park is one of the first Public Parks in the country designed by Paxton whose design influenced that of Central Park in New York. The Heritage Lottery Fund appointed Rider Levett Bucknall to carry out professional advisory role through to completion of the development. Our role was to advise the Heritage Lottery Fund in an ‘eyes and ears capacity’ on all aspects of the development including:

    Overview

    Rider Levett Bucknall has secured a contract to deliver a new multi-million pound academy in Peterborough.

    The firm is providing Project management, Cost Consultancy and Technical adviser services in collaboration with Parsons Brinkerhoff which is acting as client design champions providing Architectural, structural and service engineering expertise.

    The academy is being built on the existing playing fields at Bushfield Community College in the village of Orton Goldhay in close proximity to the existing Sports Hall which will be retained, extended and refurbished to provide shared sports facility with the local community. The project also includes an all-weather pitch and a joint use community library together with and early years centre and young person’s facilities.

    Work on the new development began in 2010 and will be completed for 2012. The existing college was demolished and the new facilities will accommodate 950 students, aged between 11 and 18.

    The academy is being procured through the Partnership for Schools framework as one of three batched schools; the other two coming on stream in 2013 making the total capital investment close to £100 million.

    The project encompassed the redevelopment of the Park adjacent to the fully restored Museum including the redevelopment of two new Pavilions.
    The project is one of the first Parkland projects to be jointly funded by The Big Lottery and the Heritage Lottery Fund. The Heritage Lottery Fund have appointed Rider Levett Bucknall to carry out professional advisory roles through to completion of the development in 2010 and our continuing role is to advise the Heritage Lottery Fund on matters of Project Management, Financial Management and Risk Management.

    Rider Levett Bucknall was appointed by British Energy Coast West Cumbria to develop a solution to the anticipated demand for construction skills in the region. Building upon the existing expertise within West Cumbria’s nuclear industry the vision is to transform West Cumbria into a centre of excellence for energy technologies which will include off shore, tidal and wave, biomass, anaerobic digestion and waste from energy.

    BECWC recognised that in order to respond to the anticipated demand for the skills needed it will be necessary to invest in facilities that will be able to train the future workforce in time for the increased demand starting in 2014 and peaking in 2020.

    Rider Levett Bucknall worked with key stakeholders to prepare a HMT Five Case Model business case that included a fully detailed investment appraisal modelled over a twenty-five year period. An extensive range of options were considered and ranked by applying an evaluation weighting that was jointly agreed at a workshop which was attended by all major stakeholders.

    The top three options were fully developed by the preparation of indicative whole life costs including capital, life cycle and operation over a twenty-five year period. Revenue assumptions were also accounted for within the investment appraisal.

    The resultant preferred option was the development of a new build facility on the existing Lakes College site. The design comprises a simple concept of two industrial type buildings on either side of a link corridor. The industrial buildings will comprise a steel frame supported by concrete pad foundations and an in situ concrete floor with cladding to the walls and roof.

    The proposed building aesthetic is designed to reflect the intended use. The link block delivers a statement that the facility is a Centre of Excellence. It will have a clearly defined, modern appearance. The workshop areas, in contrast, have a more industrial feel, utilising materials common to these disciplines, creating a realistic workplace environment both internally and externally.

    DSGi has requested RLB to act as Project/Programme Managers for its Energy Reduction Programme throughout their worst 161 energy performing stores. The key driver for the project is a return of capital within one year - provided this is obtained there is scope to potentially extend the programme into their estate of 600+ stores.

    Our Role

    Rider Levett Bucknall has been engaged on full time basis for two project managers plus one cost manager one day a week.

    Rider Levett Bucknall was appointed as Professional Advisors and Monitors to the Heritage Lottery Fund, to be the eyes and ears of the fund from grant award through the development and practical completion of the Gibside Restoration Project in Burnopfield, Newcastle.

    This 18th Century Grade 1 Listed landscape park and woodland is located in the Derwent Valley, and features as one of the North’s finest landscapes. Embracing many miles of walks and fine views, the restoration project involves the acquisition and refurbishment of a Grade 1 Listed Stable Block to provide working stables, interpretation facilities for visitors, education facilities, training rooms and accommodation for local volunteers and the long term unemployed.

    The existing Orangery will be stabilised and made fully accessible to visitors. The Green Close area of Gibside which is currently planted with Scots Pine which will be removed to provide excellent public access and views of the main hall, restoring the landscape back to its original design.

    The Heritage Lottery Fund appointed Rider Levett Bucknall to act as project advisors and monitors to practical completion of the scheme in 2005. In representing the HLF, we have worked alongside English Heritage to secure consent to the proposals. Our role has included Programme Management, Procurement Management, Design Development, Cost Development, Cash Flow Management, Co funding Approval and Grant Drawdown.

    Rider Levett Bucknall was appointed as Professional Advisor and Monitor to the Heritage Lottery Fund (HLF), from grant award to practical completion of the Hardwick Park Restoration.

    The project involved the first phase of a planned long-term restoration programme for the historic core of this Grade II* listed park.

    The works included the restoration of the Temple of Minerva, re-establishment of a Circuit Walk and Grand Terrace, creating a terracing effect through earth modelling, and establishing footpath linkages.  The main lake was also reinstated to form one of the site’s principle focal points, together with restoration of the Serpentine Lake and Circular Pond.  Gothic seats were reconstructed, and partial restoration of the gothic ruin took place.

    A new build Heritage Resource Centre and café was also constructed, with associated landscaping, to replace the previously inadequate visitor facilities, located beside the footprint of the former Banqueting House.

    In representing the HLF, we worked alongside English Heritage and The Garden History Society to secure consent to the proposals.  Our role has included Programme Management, Procurement Management, Design Development, Cost Development, Cash Flow Management, Co-funding Approval, and Grant Drawdown.

    Now a ‘Visit Britain’ accredited attraction.

    Headingley Carnegie Stadium is one of the most famous cricket grounds in the world, having hosted Test Match Cricket since 1899, when England played Australia in the 3rd match of the series. 

    It was acknowledged that the player and media facilities needed a significant upgrade for the stadium to continue to meet international needs.

    This project combined the requirements of Leeds Metropolitan University and The Yorkshire County Cricket Club to create a genuine dual-use, flagship building.

    It involved the demolition of the existing Wintershed Stand and media centre and the construction of a 5-storey building which incorporated teaching kitchens, lecture theatres, social breakout space and offices for Leeds Metropolitan University, as well as player facilities, a corporate area and media facilities for the cricket club.

    A key aim for the building was that it should represent an iconic architectural example that showcases and complements innovative thinking and technology in a sustainable manner.

    The first phase of the Ikea distribution centre at Doncaster was the second UK distribution centre constructed involving Rider Levett Bucknall. This was a 650,000 square feet high bay distribution centre with offices which was adapted in design to take account of the lessons learned on the first building at Thrapston.

    The phase 2 project was completed two years later adding a further 750,000 square feet together with a high bay area of 35 metres height. This was carried out as part of an ongoing relationship between Ikea and Rider Levett Bucknall, which delivered over 3 million square feet of distribution centres throughout the UK.

    Rider Levett Bucknall offered a single point of contact for construction works and fit-out/MHE.  The construction programme was achieved on time and within budget.

    Rider Levett Bucknall were appointed as Professional Advisors to the Heritage Lottery Fund and the Arts Council North East to represent their interests in the Restoration and Redevelopment of the 3 Phase Live Theatre developments at Broad Chare, Newcastle upon Tyne.

    The project encompassed the conversion of a Grade II Listed Warehouse and the existing Live Theatre to create workspaces for writers, directors, film makers and performers, and to refurbish and make fully accessible the current Theatre premises, including additional rehearsal space.  The project was developed over three phases including a Central Atrium, Workspace and the Theatre.  The project was joint funded by the Heritage Lottery Fund and the Arts Council together with ERDF, Single Programme, Newcastle City Council and the Northern Rock Foundation. Our role was to co-ordinate the funding input from the Heritage Lottery Fund and Arts Council England, and act in a professional advisory role from contract start through to completion.

    Marks and Spencer employed Rider Levett Bucknall as Employer Agent on a number of refurbishment projects across the UK including stores in Hull, London, Glasgow and Leeds.

    The Leeds location was the first Simply Food store developed with two floors. The ground floor was fitted out for food sales and non-food displays. On the first floor a Per Una clothing department included fitting rooms and till points alongside an 84 seat Café. All M&S Plan A sustainability targets were managed and reported on throughout the project and the site became the first M&S location to send zero waste to landfill.

    The university is investing £65m in the development which will have a host of green features and energy-saving techniques to reduce its impact on the environment.

    Solar panels and ground source heat pumps will generate power, and recycled rainwater will be used in the plumbing system. Its innovative jewel-shaped design will have glass panels which react to the changing patterns of the sun throughout the day.

    The eight-storey structure will be home to 5,000 students and 250 staff. Award-winning architects Feilden Clegg Bradley have designed the building.

    Rider Levett Bucknall was appointed by Manchester Metropolitan University as Cost Managers on its £55 million Business School and Student Hub project.

    When complete, the eight-storey building will be home to 5,000 students and 250 staff and includes teaching space as well as a student hub with social and learning facilities.

    The project has been developed with sustainability as a key driver. The building features a host of low and zero carbon measures including solar panels, a ground source heat pump and rainwater harvesting. These and numerous other factors will result in a BREEAM Excellent Rating.   

    The iconic building is based on a jewel design. The exterior panelling is coated with dichroic film, which reacts to the movement of the sun throughout the day, providing the illusion of a building which changes colour.

    It was designed by Feilden Clegg Bradley Architects.

    Sited just off the main shopping area to Sunderland, Mowbray Gardens comprised the refurbishment of an existing museum and the construction of an adjoining Winter Gardens together with general improvements within Mowbray Park.

    The new Winter Garden has recently been built to replace the original built in the late 1800’s that was severely damaged in Second World War. A tree top walkway provides visitors a fascinating view over the trees, waterfall and ponds inside the Rotunda. The whole project has been partly funded by Heritage Lottery and was opened to the public in July 2001.

    The design of the glazed rotunda has received accolades and won architectural awards. The planting/landscaping within the Rotunda has recently beaten fierce competition from designs around the World to receive a highly respected American award for planting schemes.

    Newcastle Great Park is a prestigious development to the North West of Newcastle, being developed by the Newcastle Great Park Consortium. Straddling the A1, the 1,200 acre mixed use development forms an area of urban expansion to Newcastle Upon Tyne.

    With 200 acres dedicated to employment use, this green belt development also incorporates 2,500 dwellings and a local town centre, together with extensive landscaping works. Key development criteria include sustainability and environmental issues, energy conservation and the use of renewable energy.

    Rider Levett Bucknall was brought on board in 2004 to provide Cost Management, Project Management services and CDMC services.

    Following their cost review of the second phase of the business park development, Rider Levett Bucknall have assumed overall cost control for the park, coordinating the financial management of the strategic infrastructure, Section 106 commitments, and the delivery of the business park and town centre elements of the scheme.

    With a predicted project lifespan of 10 years, the next phase of infrastructure is currently on site. The 70,000 sq ft of business park offices is expected to commence on site early in 2007, and early design work has commenced on the town centre.

    Rider Levett Bucknall was appointed as Professional Advisors and Monitors for this £11m new build scheme to provide a new Headquarters for Northern Ballet and the Phoenix Dance Company on a brownfield site in Leeds City Centre. The site is adjacent to the Leeds Playhouse within a media and cultural quarter promoted by Leeds City Council.

    The building was completed in September 2010 and opened to the public in October 2010. The building achieves a BREEAM excellent standard and is a striking piece of modern design, clad in zinc ‘tiles’ with a three storey atrium entrance area.

    Over 6 floors the building provides 4,800 sq m of rehearsal studios, offices and specialist production areas to serve the needs of the two dance companies. The largest studio includes the facility to be set up as a theatre that can accommodate 150 people. This flexibility of use is being exploited to accommodate business conferences etc. when the dance companies are on tour or in the evenings when the studio space is freely available. The business community has been attracted by the quality of the building and its niche market. This has enabled both dance companies to raise their profile, increase the prospects for sponsorship and achieve revenue receipts that reduce their running costs.

    The project is being delivered via a Design and Build procurement route, using JCT 2005 Design and Build contract (Revision 2 2009). Construction works are expected to start on site in early 2011, with completion due in 2012.

    Rider Levett Bucknall together with its French partner Sterling Quest is providing cost consultancy services to Olikuoto 3 (OL3), Western Europe’s first new nuclear reactor to be built in a decade.

    Upon completion OL3 will be the biggest nuclear reactor in the world and will start to pump out electricity in 2012. The excavation site alone is the size of 55 football fields.

    Our Role

    Rider Levett Bucknall leads the site based quantity surveying team on behalf of the client Areva. Our main objective is delivering post contract services including re-measurement, valuations and agreement of final accounts and claims on the main civils packages of works.

    Rider Levett Bucknall is also working with Areva at its main office in Paris with the contractual claims.

    Park Hill is the largest grade II* listed residential building in Europe and internationally renowned for its innovative design, scale and topography, occupying a prominent hillside location adjoining Sheffield Railway Station and overlooking the city centre.  The Park Hill complex was built in the late 1950s / early 1960s as part of a comprehensive and iconic public housing programme.  The 13-hectare complex fell into decline in the late 1980’s, but is now undergoing a major programme of heritage restoration and regeneration works.

    Rider Levett Bucknall was appointed in 2005 by English Partnerships and continues to be retained by Homes and Communities Agency to undertake a detailed financial appraisal of the development proposal submitted by Urban Splash, Registered Social Landlord Great Places Housing Group, Sheffield City Council as land owner and English Partnerships (now Homes and Communities Agency), the key funding body.

    A highly complex project from a funding and financing perspective, the Park Hill development brings together multiple public and private sector financiers and stakeholders, each with differing eligibility criteria, output requirements and timescales.

    As part of the Economic Appraisal of the project, Rider Levett Bucknall worked jointly with each key stakeholder to substantiate public and private sector value for money investment criteria. In addition to a normal cost value appraisal role, the brief evolved to include the development of a financial model capable of sensitivity analysis and generation of key value for money indicators and outputs aligned to the individual requirements of each stake-holder.

    Rider Levett Bucknall is retained as project monitors on behalf of all public sector partners to ensure compliant delivery of the scheme within budget, cost and quality parameters, and in accordance with the terms of the development and funding agreements.

    The partners were keen to ensure the on-going economic and environmental sustainability of the estate over a 120 year lifecycle.  Rider Levett Bucknall led on the preparation of a whole life cost modelling process to establish an appropriate service charge and sinking fund provision to cover the on-going operation, maintenance and replacement costs.     Overview

    Plumstead Manor School is a large inner city school for girls with a mixed sixth form and over 1,800 students and 300 staff. The existing school, as a part of the Building Schools for the Future Programme, was designated as a design, build and maintain project; it comprised elements of new build and approximately 80% as remodel and refurbish with a capital cost of circa £27m.

    Rider Levett Bucknall was appointed to prepare the financial model for the life cycle works and liaise with the Facility Management arm of the school.

    The firm used Total Cost Modelling to assemble and process the life cycle cost information for the project. As so much of the project was subject to adaptation and refurbishment Rider Levett Bucknall has, through TCM, assembled a complete audit trail of all of the projected works for the 15/25 year periods.

    In addition TCM was used to obtain the two credits for the Life cycle BREEAM submission as the software generated the whole life cost over the periods of both 25 and 60 years and demonstrated the Net Present Values as well as costs of the works.

    Overview

    Rider Levett Bucknall was approached by the Heritage Lottery Fund to undertake a Mentoring role from Stage 1, to see the Grantee through the process of submitting their Stage 2 bid for HLF funding.  We subsequently undertook a Project Appraisal on the Stage 2 application, and following a successful HLF Stage 2 Award, were retained to act as Project Monitors and Professional Advisors through to project completion.

    The project comprised the refurbishment of a Grade II Listed park in the World Heritage Site of Saltaire, Bradford, with the restoration of existing structures within the Park.  The bandstand was reinstated, with the design informed by key features from Saltaire’s history. A significant level of community consultation was involved, to create a bespoke design true to Saltaire, incorporating a lighting display.  The project also included the development of educational facilities, new interpretation material, play area, a refurbished café, Park Lodge and Shelters.

    The project is a high profile project within Saltaire, and was led by Bradford Metropolitan District Council.

    Overview

    The Roseland Community Energy Trust (RCET) has been established as a not-for-profit company. It is responsible for developing the Community Wind Farm for delivering the project if it is successful in obtaining planning permission.

    Our Role

    RLB is retained to provide full development and project management services including the following:

    • Initial viability and feasibility of the proposals
    • Assisting in setting up the local community enterprise Company
    • Managing the planning process including community consultation
    • Negotiation of the land agreement and commercial terms
    • Procurement of the design and technical services to obtain planning

    The project commenced in September 2009 and is due for completion in 2013

    All of the profits from the scheme will be reinvested in the local community on a variety of schemes including fuel poverty, investment in local green energy projects, assisting development of local business start ups, and supporting local schools projects including sponsoring university places.
