Ann Bentley

Ann Bentley

Member, Global Board

Ann has played a key role in many company milestones, including the UK management buyout in 2003, the consolidation as a leading independently owned company, and the formation of the global practice in 2007. She has been a member of RLB’s Global Board since 2012 and was the immediate past Global Chair.

Ann provides advice to the RLB UK Board on governance, global matters and government level thinking on issues affecting our business now and in the future.

With more than 35 years’ experience in the property and construction sector, Ann has strong expertise in working with commercial, public and third sector clients.

Ann is a regular commentator in national and trade media and speaker at national and international construction conferences.

In the academic world, Ann is a visiting Professor in the Built Environment at Birmingham City University and a visiting lecturer in the School of Construction Management and Engineering at Reading University.

Ann is a member of the UK Government’s Construction Leadership Council and a member of the CBI’s Construction Council. She is a Chartered Member of the Institution  of Civil Engineers (MICE), a Fellow of the Royal Institution of Chartered Surveyors (FRICS) and she holds an MBA from Henley Business School.

Julian Anderson

Julian Anderson

Julian Anderson is a Chartered Quantity Surveyor, construction project management advisor, construction cost estimator, lean construction consultant, project procurement consultant, and building life advisor.

With 40 years at RLB, Julian’s vast experience covers everything from small jobs to complex projects valued at several billion dollars. He has also served as an expert witness in numerous construction-related disputes.

Julian is often quoted in industry publications such as Engineering News-Record and has been a speaker at the Associated General Contractors, ALFA International Construction Law conferences and Engineering News-Record’s Outlook conferences.

Julian holds general contractor’s licenses in Arizona and Nevada. He is a Certified Cost Professional and a member of the American Arbitrators Association Large Complex Construction Case Panel. He holds tertiary qualifications in Quantity Surveying from the Queensland Institute of Technology.

Kenneth Kwan

Kenneth Kwan

Kenneth Kwan is a Managing Director of RLB in Hong Kong and China, with specific responsibility for its Nanning, Macau, Shenzhen and Zhuhai offices. He is also a member of our Global Board. Kenneth oversees the overall governance of the company and works on projects with major clients. He is responsible for maintaining the company’s reputation as a leading construction project controls provider.

Kenneth joined RLB in 1986 and has excelled in delivering high profile projects in the public and private sector throughout Hong Kong, Macau, China, Singapore, Cambodia and Taiwan. Among his professional achievements, he is an accomplished quantity surveyor and earned his qualification as a Chartered Surveyor in 1989.

Kenneth has served as the Chairman and Vice-Chairman of the Royal Institution of Chartered Surveyors Hong Kong, and has been the Chairman of the Royal Institution of Chartered Surveyors Asia Quantity Surveying Professional Group since 2009.

He is also a Fellow of the Royal Institution of Chartered Surveyors, a Fellow of the Hong Kong Institute of Surveyors and a China Registered Cost Engineer. Kenneth received a scholarship from the Royal Institution of Chartered Surveyors, for his scholastic achievements during his study at the Hong Kong Polytechnic University.

 

Stephen Lai

Stephen Lai

A well-respected quantity surveyor and construction cost estimator, Stephen Lai is a Managing Director of RLB in Hong Kong and China, with specific responsibility for its Haikou, Tianjin, Wuhan, Korea and Oman offices. He is also a member of our Global Board.

Stephen joined RLB in 1989 and built his reputation as a trusted property consultant and construction cost estimator. For more than 30 years, he has developed creative project delivery strategies for clients throughout Asia, the Middle East, Russia and USA. Externally, he has become a trusted thought leader on the state of the construction industry and future trends in construction project management.

He is also a Fellow of the Royal Institution of Chartered Surveyors, a Fellow of the Hong Kong Institute of Surveyors, and a China Registered Cost Engineer. He was the Past President of the Hong Kong Institute of Surveyors. He is also a Board Member of the Construction Industry Council, a Member of the Infrastructure Advisory Committee of Hong Kong Trade Development Council, an Advisory Board Member of The Council on Tall Buildings and Urban Habitat (CTBUH) and a Member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) of Xuhui District, Shanghai.

Stephen earned his Bachelor of Science from the University of Aston, Birmingham in the United Kingdom and obtained his Master of Science in E-Commerce for Executives from Hong Kong Polytechnic University.

Russell Lloyd

Russell Loyd is a Partner of RLB in the UK. He is a member of the senior management team in the London office, with responsibility for ongoing development of quantity surveying services. Russell also represents RLB in the UK on the Global Board.

He works closely with global colleagues to deliver major international projects across Europe and beyond.

Joining RLB in 1994, he has over 30 years of industry experience across a broad range of sectors, including leisure, retail, sport, residential, health and process engineering. His vast expertise in cost management and procurement of both major projects and large roll-out programs provides clients with advice and opinion to deliver successful projects.

Russell is a member of the Royal Institution of Chartered Surveyors, and holds a Bachelor of Science in Quantity Surveying from Birmingham City University.

Philip Lo

Philip Lo

Member, Global Board

A past Chairman of our Global Board, Philip Lo is the Chairman of RLB in Hong Kong and China.

Philip joined RLB in 1981 and has extensive experience in private and public sector projects, as well as large-scale developments in Hong Kong and China.

He is a Fellow of the Royal Institution of Chartered Surveyors and the Hong Kong Institute of Surveyors, and is a China Registered Cost Engineer. He is also a member of the Management Board of the Royal Institution of Chartered Surveyors.

He is an Honorary Professor of the Faculty of Architecture at the University of Hong Kong and past Chairman of the Department Advisory Committee of the College of Science & Engineering, City University of Hong Kong. He sits on the advisory boards for a number of universities and also sits on the boards of international schools and sporting clubs and associations.

He obtained a First Honours degree and Distinction degree in Architectural Studies and Building from the University of Hong Kong.

A Director of RLB in New South Wales, Stephen Mee specialises in strategic procurement, contract solutions, construction cost planning, cost management, and financial institution reporting and monitoring.

Stephen joined RLB in 1983. A respected construction cost estimator, property consultant, and financial services counselor, he has developed new strategies that allow us to deliver projects in Australasia on time and under budget. His construction project portfolio includes commercial, residential, hotel, corporate, hospitality, retail, historic restoration, adaptive reuse, aquatic, and data centre construction projects.

Stephen is an Associate Member of the Australian Institute of Quantity Surveyors and has a Masters of Project Management from the University of New South Wales.

Andrew Reynolds

Andrew Reynolds

Andrew Reynolds is a Director of RLB in the United Kingdom, with national responsibility for delivering built asset solutions to major corporate occupiers and property programs, specialising in program management, project controls, commercial and risk management.

Joining RLB in 2001, Andrew is a Chartered Quantity Surveyor and a specialist in construction project management with 24 years of industry experience.

As a member of our Global Board, he represents RLB EMEA within the global practice, and is responsible for the RLB Euro Alliance; a network of 30 independent businesses collaborating across Europe. He ensures they function effectively together, utilising both local expertise and global networks to deliver successful project outcomes for clients.

In addition to this, he is a director of European Construction Costs Ltd (ECC). ECC is a cost estimation product focused on providing construction costs in Europe. It provides a useful comparison tool and market insight in key countries.

A member of the Association for Project Management, Andrew is also a Fellow of the Royal Institution of Chartered Surveyors. He holds a Bachelor of Science in Quantity Surveying from the University of Salford.

Peter Tulla

Peter Tulla is the Director of RLB in Adelaide. As a skilled quantity surveyor, he provides guidance and service to our network of clients in South Australia.

Joining RLB in 1987, Peter excelled in strategic advice in the delivery of cost management and developing alternative delivery strategies. Over 27 years have been spent successfully leading projects that yield greater value from their available funds.

His principal areas of focus are contracts, risk, and risk transfer. He has applied his expertise to several office, education, healthcare, retail, defence, airports and infrastructure projects throughout Australia.

Peter is a Fellow of the Australian Institute of Quantity Surveyors, AIQS SA Chapter Councillor and holds a Bachelor of Applied Science in Building Studies from the University of South Australia.
